Sacramento Adult Entertainment: 2010 brings tougher DUI law, higher vehicle fees

The amount of time the devices are kept on the car depends on the number of DUI convictions a driver has had. The measure which will not actually go into effect until July. Its effectiveness will then be reviewed.
The cost of new and renewed driver’s license will rise from $28 to $31; a duplicate will now cost $25 and an identification card will cost $24. These are just a couple of the new fee increases going into effect in 2010.
A new law allows motorists to have a video screen for television in the front seat, as long as the device is designed and configured in such a way the driver can’t view it.
Another law authorizes cities or counties to adopt local ordinances stating that if a person is arrested for using a vehicle to commit or attempt to commit prostitution or illegal commercial dumping, the vehicle may be impounded for 30 days if the person has had previous offenses.

Assembly Bill (AB) 62 permits a person to drive a motor vehicle with a video screen that is displaying a TV or video signal, located in the vehicle’s front-seat area, as long as the video screen is designed, operated, and configured in a manner that prevents the driver of the vehicle from viewing the show or video.
Another new law, AB 14, authorizes cities or counties to adopt local ordinances stating that if a person is arrested for using a vehicle to commit or attempt to commit a crime of prostitution or illegal commercial dumping, that vehicle may be considered a public nuisance and impounded for up to 30 days, if the person has at least one prior conviction for either of those crimes in the previous three years. AB 14 also requires vehicle-storage facilities to accept a bank credit or debit card or cash for payment of towing, storage, and related fees. Storage-facility operators who refuse to accept a credit or debit card or cash shall be civilly liable for four times the amount of the fees, not to exceed $500.

VACAVILLE, Calif. — Vacaville police recently made five arrests in an effort to cut down on prostitution in the city.
Officials said Sacramento resident Lina Nguyen, 34, was arrested on suspicion of solicitation of prostitution at K & M Massage in the 500 block of Merchant Street on Oct. 15 during an undercover sting.
On Nov. 4, detectives contacted a woman who was posting online ads offering sex acts for money, police said. Christina Lamb, 35, and her husband, Samuel Lamb, 40, were operating a house of prostitution at an apartment in the 1500 block of Alamo Drive, officials said.
Samuel Lamb, a registered sex offender, was arrested on suspicion of pimping his wife, police said, and was also charged with not updating his current address. Christine Lamb was arrested on suspicion of solicitation for prostitution.

Re “Cruising for urban legends” by Ted Cox (SN&R Arts&Culture, December 17):
Writer Ted Cox should apologize for his atrocious article. To troll the streets of Sacramento seeking out little people in order to gawk and exploit for this article is despicable.
To make matters worse, he refers to the little person he is targeting as a “midget.” That’s a horribly offensive term for people with dwarfism. Imagine if Cox wrote about his journeys looking for African-American prostitutes and called them by the “N” word. Wouldn’t that get you into trouble?
I happen to be a little person myself and am an active member of Little People of America (lpaonline.org), a national organization dedicated to improving the lives of people with dwarfism. Members of our organization strive to educate others about our diversity and ask for respect and understanding about our health condition. All we want is to be treated fairly.

VACAVILLE – A husband pimping out his own wife online and a woman giving sexual services at a massage parlor.
They’re just some of the alleged crimes stopped by a prostitution sting in Vacaville over the past three months.
Vacaville Police say Lina Nguyen was offering special sexual services inside K&M Massage parlor. FOX40 did talk to the owner, but she said she was unaware of what Nguyen was doing on her property.
But cops say Nguyen was providing sexual services on a daily basis. And it appears she wasn’t shy about her location – K & M is just 3-blocks from the Vacaville Police Department.
Still cops say their shocker in this several month long sting is Samuel and Christina Lamb – a husband and wife team who advertised sex online.

Like this one blond, mid-40s dude I spotted outside a gas station near Country Club Plaza. He had two days of scruff and wore a red flannel.

Just south of Business 80, I talk to a woman dressed in a baggy red T-shirt and blue jeans. The conversation doesn’t go well, mostly because I feel weird asking her about a prostitute’s whereabouts. I must have come off as creepy as those balding, mustachioed guys who show up alone at Miley Cyrus concerts.
