Florin and his family were among the last wave of Gypsies to be expelled in October. Many Roma had gone to France in search of work, but French authorities now cite rising crime rates and financial burden as reasons for ousting them.

The Roma are the largest minority group in Europe with an estimated 6 million spread across the continent. Often the targets of prejudice and suspicion, their involvement with theft, prostitution and drug use do little to alleviate stereotypes.

The maximum penalty for the summary offence of soliciting is six months in jail or a $2,000 fine. The original charge against Duncan was an indictable offence and carried a maximum penalty of two years in prison.
Duncan, a native of the Caribbean nation of St. Vincent who is in Canada on a student visa, told the author of her presentence report that she didn’t know her actions were illegal.
Cogswell said she found it “incredulous” that Duncan didn’t know that giving men genital massages for a fee was against the law in Canada.
“I’m truly sorry for everything that has happened and all the trouble I have caused,” Duncan told the court.
“How in the world did you come to believe that what you were doing was conduct that was acceptable in this community?” Judge Barbara Beach asked the woman.
Duncan said she didn’t think that what she was doing was considered prostitution.

Sacramento Adult Entertainment: Spate of violence strains Antioch police force

Elected leaders said that any time there’s a surge in violent activity, it’s cause for concern. However, the worry is diminished somewhat because the violence doesn’t appear to be connected.
“Any time people hear about things like that, especially when they’re clumped together, it’s concerning to them. They wonder if it’s a trend or not,” Councilman Gary Agopian said.
Mayor Jim Davis said the community as a whole suffers from these slayings along with the family members of the deceased.
Antioch’s budget cuts have taken a toll on the police department.
The department has a vacancy rate of 35 percent, including 50 unfilled positions and those on injury or military leave, Chief Jim Hyde told the City Council in October.
“(The homicides) are the kind of things we were worried about,” Davis said. Antioch does not have the funding to do drug sweeps or prostitution stings or other programs that prevent violence, Davis said.

Canada: MP Joy Smith raises concerns over young girls selling sex on Craigslist. She said that she has found some advertisements selling girls as young as 12 and 13 for sex online. She also stated that such advertisement is the reason to fight against child sex trafficking in Canada.

Hooters is known for its scantily clad waitresses. But NOW says the restaurants it identified are classified as adult entertainment establishments and are violating state and local laws by serving minors.
Patricia Bellasalma, NOW’s California president, tells the San Francisco Chronicle that in recent years, Hooters has promoted itself as family friendly. It offers children’s menus and T-shirts in children’s sizes that say “Future Hooters Girl.”
Hooters issued a statement saying, “It’s not even close to violating any laws.”
The statement quoted Mike McNeil the vice-president of Hooters marketing. “The element of sex appeal is certainly prevalent in our restaurants,” he said. “But the Hooters brand of sex appeal is wholesome and that of an all-American cheerleader, not a seedy strip club.”

Sac State campus attacks spark changes in security, notification
SACRAMENTO, CA – A series of sexual assaults at Sacramento State University have some students on edge. It’s also caused campus police to beef up security and improve notification procedures.
Sacramento State police said they’ve nearly doubled resources dedicated to campus escorts to make sure people get to their destination safely. In addition to the night shuttle service, community service officers are now offering walking escorts and escorts by golf cart.
“Since we’ve implemented the night escort service to supplement the existing one, we’re getting 17 to 20 requests a night,” said Lt. David Heaphy with the Sacramento State Police Department.
But some students still wonder why the latest attack on Nov. 22 wasn’t broadcast or why students weren’t notified by email.
