A sixth defendant, Jacqueline Lanoise Radisha Wade, pleaded guilty on Nov. 10, 2011 to concealing a felony. According to court documents, beginning in 2008, the defendants solicited clients for underage girls. At the time, a 13-year-old runaway started working as a prostitute for Tynisha Hornbuckle and continued to do so until the defendants were indicted by a federal grand jury in August 2011. Tynisha Hornbuckle was also the pimp for at least two other minors, and Tamrell Hornbuckle was also the pimp for one of the minor victims after she turned 18. At least two adult victims also worked for both Tynisha and Tamrell Hornbuckle, according to the documents. Tynisha and Tamrell Hornbuckle provided clients for the girls and women, told them when and where to work, and how much to charge. The girl once jailed in juvenile hall for nearly a month to guarantee her testimony against Frank Rackley, admitted on the stand today that key portions of her initial story were a lie.
The girl initially told investigators she was kidnapped by Rackley while waiting for a Sacramento light rail train.
Today she admitted she was actually prostituting on that night last July when she got into Rackley’s truck.
However, the girl says that’s where it started to go wrong, and despite repeated appeals for Rackley to stop, the teen testified he raped her before she was able to escape his truck.
She says she never gave Rackley consent to have sex with her.
But the defense chipped away at the girl’s story, questioning whether she lied about rape because she was afraid she’d get in trouble for prostitution.

Residents gather to discuss solutions to Stockton’s rising crime
STOCKTON – The problems facing Stockton are genuine and grave but can be addressed through teamwork and vigilance, speakers said at a forum Thursday night.
Speakers addressing a standing-room-only audience at the Empire Theatre said those principles are the foundation for combating violent crime and improving the quality of life in the community.
The forum, hosted by the University Neighborhood Renaissance Committee, identified current crime trends in the city as well as what can be done about them. Speakers addressed how gangs invade neighborhoods by squatting in vacant homes to deal drugs and engage in prostitution.
A video outlined how burglars prey on homes featuring untrimmed hedges offering cover or by taking advantage of unlocked doors and windows. And mentors of at-risk youths spoke about how there is an ongoing war for the hearts and minds of those on the cusp of gang life.

Rackley is accused of raping the girl last July, when she was 16. She was abducted July 22 from a north Sacramento light-rail station where she was waiting for a friend to pick her up, according to court documents.
A man approached in a red pickup truck, told her his name was Frank and asked if she needed a ride and if she had a boyfriend. He got angry when she refused his advances, pulled her into the truck, then drove with her to a dark street and raped her, prosecutors say. He pushed her out of the truck and she ran, reporting the attack when she happened upon a sheriff’s deputy.
Prosecutors say a rape examination found Rackley’s DNA.
He also is charged with raping a 30-year-old suspected prostitute a month earlier, and prosecutors believe he is a serial rapist.

Singh, 40, pleaded guilty on January 11, 2012, to sex trafficking conspiracy. In pleading guilty, Singh admitted that he and his wife, co-defendant Helen Jean Singh (née Kearney), 22, both formerly of Sacramento, conspired to operate a prostitution enterprise between spring 2011 and August 2011 in Sacramento County and multiple Bay Area counties, including Contra Costa.
Mahendar Singh admitted to recruiting teenage girls to provide sex services in exchange for money and drugs and to knowing that at least one of the teenagers was a juvenile. He also admitted that he and his wife were able to maintain their victims’ services by providing them with money, clothing, and drugs; promising them a family-like environment; and using and threatening the use of physical force. The defendants used Internet websites to advertise the victims and cell phones to make arrangements with customers.

“Coercion of juveniles into prostitution is a particularly heinous crime,” said FBI San Francisco Special Agent in Charge Stephanie Douglas. “We are committed to working with our law enforcement partners to target individuals engaged in such sex trafficking and to do all within the FBI’s powers to protect the most vulnerable in our society.”

A former Sacramento resident was arrested Thursday for sex trafficking in Sacramento County and several Bay Area counties, the FBI announced.
Mahendar “Mike” Singh was sentenced yesterday to nine years in prison for conspiracy to commit sex trafficking, United States Attorney Melinda Haag announced in a news release.
Singh, 40, pleaded guilty on Jan. 11 to sex trafficking conspiracy. In pleading guilty, Singh admitted that he and his wife, co-defendant Helen Jean Singh (née Kearney), 22, conspired to operate a prostitution enterprise between spring and August 2011, according to the release.
“Today’s sentence is a victory not only for the young victims of this particular case but also for human dignity and the rule of law,” Clark Settles, special agent in charge of U.S. Immigration and Customs Enforcement’s Homeland Security Investigations in San Francisco, said in a released statement.

Sacramento resident Michele Smith, 36, wrote “Better than Unemployed?” and said it is designed to appeal to anyone who has worked in a corporate setting, had a terrible boss or attended trade shows.
“Basically, what it’s about is a woman named Sam, and every episode is a different trade show,” Smith said, explaining that Sam takes a position as events coordinator for the Sacramento Convention Center and, on day one, hosts a beer trade show that goes disastrously wrong.
With a boss who is more interested in his stripper girlfriend than work and an assistant who spends more time with her Valium bottle than assisting, Smith said the problems presented in the office cause as much angst as the problems at the trade show.

OAKLAND, Calif. —
A Sacramento man has been sentenced in federal court in Oakland to nine years in prison for conspiring to commit sex trafficking, U.S. Attorney Melinda Haag announced Thursday.
Mahendar Singh, 40, was sentenced by U.S. District Judge Phyllis Hamilton on Wednesday.
Singh and his wife, Helen Kearney Singh, 22, both pleaded guilty in January to a charge of conspiring to cause children under 18 to engage in commercial sex acts by means of force, fraud or coercion.
A sentencing date for Helen Singh has not yet been set.
Haag said Mahendar Singh admitted during his plea that he and his wife conspired to operate a prostitution enterprise in Sacramento County and several Bay Area counties between the spring of 2011 and August 2011.
