Sacramento Escorts: Judge releases Calif. teen who says she was raped

Rackley is accused of raping the girl last July, when she was 16. She was abducted July 22 from a north Sacramento light-rail station where she was waiting for a friend to pick her up, according to court documents.
A man approached in a red pickup truck, told her his name was Frank and asked if she needed a ride and if she had a boyfriend. He got angry when she refused his advances, pulled her into the truck, then drove with her to a dark street and raped her, prosecutors say. He pushed her out of the truck and she ran, reporting the attack when she happened upon a sheriff’s deputy.
Prosecutors say a rape examination found Rackley’s DNA.
He also is charged with raping a 30-year-old suspected prostitute a month earlier, and prosecutors believe he is a serial rapist.

Victims’ rights advocates had said incarcerating the girl could discourage other victims from reporting sexual assaults, but prosecutors said the danger posed by Rackley outweighed the inconvenience to the teen.

SACRAMENTO, Calif. (KABC) — After spending over a week in jail, a Sacramento judge has decided to keep an alleged rape victim locked up, possibly for another 1 1/2 weeks.
“I can’t tell you how terribly sorry I am that you’re in the circumstance that you’re in,” the judge told the victim.
The teenager sobbed in court when she heard the judge’s decision. She’s been locked up to ensure she appears in court when her alleged attacker, Frank Rackley, goes on trial.
Rackley has also been accused of rape in a second case. Rackley, who has a lengthy criminal record, is also accused of raping a prostitute who identified him through the Swastika tattooed on his chest.
“You can’t stomp all over her rights and put her in jail, when she’s a victim, revictimize her and treat her like she’s a criminal,” said the victim’s attorney, Lisa Franco.

SACRAMENTO, April 5 (UPI) — An alleged juvenile rape victim in California has been detained to ensure her presence as a witness in the trial of man who is charged with the crime.
The unnamed 17-year-old girl, who has been confined to juvenile hall for a week, was ordered detained by two California Superior Court judges after she failed to appear in court in October, and again in February, to testify against Frank William Rackley, who is accused of three counts of raping and sexually assaulting her, in a trial scheduled to begin April 23.
In an affidavit for a material witness warrant, she was described by Deputy District Attorney Alan R. Van Stralen as a dependent of the state with a history of running away.
The Sacramento (Calif.) Bee reported Thursday that Rackley has six previous felony convictions.
He is also charged with raping a 30-year-old prostitute, a court brief said.

The initiative’s goal is to return to the ideal of public servitude. Right now, politicians rule the capital like kings and only visit their home turf on occasion to raise money for re-election campaigns. Part-time legislators would have to return to their districts for substantial periods between sessions, mingle regularly with voters, and live under the laws they passed. They’d have to keep their day jobs, so that stints in Sacramento would constitute a sacrifice for the public good, instead of a means to leech off the public trust.
In order to get on this year’s election ballot, sponsors need to collect 807,615 signatures from registered voters by late April. Get out there and sign that thing. It will reduce corruption, force politicians to focus on laws that actually matter, and save the state a ton of money.

consisted of comparing SLO’s crime stats to other counties. The most interesting thing I found was that Sacramento had way more prostitution arrests than any other area. I can’t help but assume it has something to do with sleazy politicians.
