On Feb. 2, Horton allegedly spoke to what he thought were two 17-year-old girls about modeling nude–except both girls were adult decoys with audio recording devices and a police surveillance team.
He told both girls that he was a modeling agent with Oui, a pornographic magazine, according to court documents.
Horton allegedly told the first decoy, who was waiting outside a pizza restaurant on La Riviera Drive, that she would have to wait until she turned 18. According to the court documents, he asked a second decoy waiting at the corner of Folsom Boulevard and Bradshaw Road if she would be interested in auditioning for a masturbation video.
He also gave the second decoy his phone number, the court document states.
After speaking with the decoys, Horton found two Rancho Cordova Police officers and told them he felt the second girl was a prostitute, according to the document.

In one incident, at 12:15 p.m. on the Thursday afternoon outside the La Riviera Family Pizza parlor, Horton approached the decoy identified as Amber Doe and eventually asked her if she was interested in having nude photos taken of her. She said she was not and Horton left her alone, the papers said.
Later that day, at 2:20 p.m. at the corner of Folsom Boulevard and Bradshaw Road, Horton pulled his car over and made a similar offer to Ashley Doe, who had been standing on the street and told Horton she was waiting for a friend. When she expressed interest, he gave her his phone number, the documents said.
While a police surveillance team watched him, Horton then drove around the area and contacted two Rancho Cordova police officers, told them he worked in Juvenile Court and informed them that a prostitute was working in the area and that somebody had been contacting her and asking if she would be willing to have nude pictures taken for $600, the documents said.

The woman, 54-year-old Kit Samuel, said she had left the child so that she could retrieve some belongings from the motel.
After deputies interviewed Samuel, who appeared to be intoxicated, she was taken into custody and booked on suspicion of child endangerment and suspicion of public intoxication, Ramos said.
Witnesses said that Samuel had told them that she had been kicked out of the motel or had to leave.
As for the baby, Ramos said he was examined by paramedics and found to be OK. The child was turned over to Child Protective Services, with CPS officials trying to get in contact with his mother.
The neighborhood where the baby boy was found is in an area that Ramos described as “known for prostitution and narcotics,” though Ramos said investigators had no evidence that Samuel was involved in such activity.

OAKLAND, Calif. — A Sacramento man has pleaded guilty in federal court in Oakland to a charge of conspiring to coerce underage teenage girls into prostitution.
Mahendar Singh, 40, entered the plea Wednesday in front of U.S. District Judge Phyllis Hamilton. He will be sentenced by Hamilton on March 28 and faces a maximum possible sentence of life in prison.
Singh and his wife, Helen Singh, 22, were both indicted by a federal grand jury on Dec. 1 on the charge of conspiring to cause children younger than 18 to engage in commercial sex acts by means of force, fraud or coercion.

U.S. Attorney Melinda Haag said that Mahendar Singh admitted during his plea that he conspired to operate a prostitution enterprise in Sacramento County and several Bay Area counties in 2011.

SAN DIEGO — Residents in the Stockton neighborhood marched in the streets on Wednesday after they say a crime-stopping promise made by city leaders never came true.
Lori Mercado said she has lived in the Stockton community since 1999.
“There’s a lot of prostitution, crime and graffiti,” said Mercado. “They used to do their deed on my stairs. I’d find condoms on my stairs in front.”
To combat this crime, the city promised the community $165,000 to install 28 street lights in 2008. Three years later, there are only four lights.
“We had the resources,” said San Diego City Councilman David Alvarez. “Why it takes so long is still something I’m trying to figure out.”
