Sacramento Massage Parlors: Two arrested on suspicion of operating prostitution ring in two states

Federal and local authorities on Thursday arrested two people for allegedly operating a string of massage parlors in Washington and California that included two in Lodi and one in Sacramento County that were fronts for prostitution.
According to a news release from the U.S. Immigration and Customs Enforcement department, Tham Nguyen, 48, and Suong Tran, 51, both of Burien, Wash., face charges of conspiracy to transport individuals in furtherance of prostitution and conspiracy to engage in money laundering. They were indicted on Wednesday.
Investigators say they learned that since 2007, Nguyen and Tran recruited women from out-of-state to work as prostitutes and arranged for them to be moved among their businesses, which included three massage parlors in Washington and three in California. They also owned and operated a legal brothel in Nevada.

Sacramento, Lodi ‘massage spa’ owners arrested in prostitution probe
SACRAMENTO, CA – One Sacramento and two Lodi massage parlors were being used as fronts in a three-state prostitution and money laundering enterprise, allege immigration and customs investigators.
The owners/operators of Healthy Living Nails and Spa, 3715 47th Avenue in Sacramento; Valley Spa, 321 North California Street, Lodi; and AAH Spa, 20 North Cherokee Lane, Lodi, were arrested on conspiracy to transport individuals for prostitution and conspiracy to engage in money laundering, said Lorie Dankers, spokeswoman for Immigration and Customs Enforcement, Department of Homeland Security.
Washington state residents Tham Nguyen, 48, and Suong Tran, 51, taken into custody Thursday. Court documents show the pair owns the three California businesses as well as three similar enterprises in Washington and a legal brothel in Nevada.

Sacramento Massage Parlors: Sacramento city receives $12M in federal funding for private developments

The city of Sacramento on Monday announced that it is seeking applicants for $12 million in low-interest bonds provided by the federal stimulus package for private development projects.
The bond financing stems from the Recovery Zone Facility Bond program, which is a low-cost financing mechanism for ready-to-build projects. Cities and counties were granted the authority to issue these bonds to stimulate development.
The city issued the notice Monday and is seeking letters of interest.
Sacramento will be a “conduit” issuer of the bonds, but the funding is not a grant and the city is not “backing” the bond. Borrowers must have the ability to secure a letter of credit from a rated bank or commitment from an institutional investor.
Projects that do not qualify under federal rules are residential rental properties, golf courses, country clubs, massage parlors, hot tub facilities, suntan facilities, racetracks, gambling facilities or liquor stores.

VACAVILLE – A husband pimping out his own wife online and a woman giving sexual services at a massage parlor.
They’re just some of the alleged crimes stopped by a prostitution sting in Vacaville over the past three months.
Vacaville Police say Lina Nguyen was offering special sexual services inside K&M Massage parlor. FOX40 did talk to the owner, but she said she was unaware of what Nguyen was doing on her property.
But cops say Nguyen was providing sexual services on a daily basis. And it appears she wasn’t shy about her location – K & M is just 3-blocks from the Vacaville Police Department.
Still cops say their shocker in this several month long sting is Samuel and Christina Lamb – a husband and wife team who advertised sex online.
